An integrated plan to build a sustainable, net zero future for the North East of Scotland.
On 24 January 2025, ETZ Ltd received outline planning permission from Aberdeen City Council to develop three greenfield sites located in part of St Fittick’s Park, the former Doonies farm and on Gregness headland. Detailed plans are now being developed for each site to be delivered in a phased manner.
The role of ETZ Ltd is to create the opportunity for investment by facilitating a permitted and serviced development area which will then be taken forward by a future occupier investing in energy transition activity. Final occupiers have not yet been determined and will be required to demonstrate sustainable job creation and supply chain opportunities in order to progress.
In the case of the site at St Fittick’s Park, it can only be developed by a company who can also demonstrate a functional association to the South Harbour.
The outline planning permission includes a range of conditions that need to be fulfilled prior to any development taking place. These cover a variety of themes from improving local greenspace, paths and infrastructure to protecting the environment.
The next stage is to develop comprehensive plans for phased development for each site setting out the details of the development and how each of the relevant planning conditions will be fulfilled.
Detailed planning permission proposals will be delivered in a phased manner over the next few years. Each time a phase of work is brought forward, a detailed planning application submission to Aberdeen City Council will be required.
The first phase of activity to be brought forward and approved by Aberdeen City Council's Planning Development Management Committee are the St Fittick’s Park Environmental and Community Enhancements as shown in the plan.
This includes the realignment of East Tullos Burn and restoration of the associated wetland, a range of early recreational amenities and access improvements and biodiversity enhancements as well as St Fittick's Church conservation works that will be delivered ahead of any occupier-led development. Works are currently underway.
The plans have been informed through engagement with local community through the Greenspace Use Survey and events.
The former Doonies Farm site has been identified as a well-positioned location for a purpose-developed Hydrogen Campus, providing new development plots and infrastructure to address challenges associated with hydrogen production, storage and distribution, and supporting the growth of the hydrogen supply chain and industrial/manufacturing base.
Development of the Hydrogen Campus will be a natural extension to the existing Altens Industrial Estate. Planning permission has now been granted for this initial phase of works, which includes construction of a new link road connecting the Coast Road to Peterseat Drive, new plot accesses, associated paths and active travel connections.
Works also include site preparation to create development platforms, provision of drainage and core site servicing infrastructure, strategic site landscaping and biodiversity enhancements.
ETZ Ltd and industry partners are currently progressing a flagship hydrogen project, the Green Hydrogen Test & Demonstration Facilities (GHTDF), which is projected to be the first development within the Hydrogen Campus. The GHTDF aims to provide the UK’s first open-access, industrial-scale facilities dedicated to the testing, verification and certification of hydrogen technologies and components, to support the Scottish and UK supply chain. TÜV SÜD has been selected as the GHTDF preferred operating partner and front-end engineering design (FEED) for the project has recently been completed.
As future phases of work are brought forward details will be provided on our website. These will include the next stages of planning for St Fittick’s Park, Doonies and Gregness.
