Planning Updates

An integrated plan to build a sustainable, net zero future for the North East of Scotland.

On 24 January 2025, ETZ Ltd received outline planning permission from Aberdeen City Council to develop three greenfield sites located in part of St Fittick’s Park, the former Doonies farm and on Gregness headland. Detailed plans are now being developed for each site to be delivered in a phased manner.


The role of ETZ Ltd is to create the opportunity for investment by facilitating a permitted and serviced development area which will then be taken forward by a future occupier investing in energy transition activity. Final occupiers have not yet been determined and will be required to demonstrate sustainable job creation and supply chain opportunities in order to progress.

In the case of the site at St Fittick’s Park, it can only be developed by a company who can also demonstrate a functional association to the South Harbour.

Planning Update

The outline planning permission includes a range of conditions that need to be fulfilled prior to any development taking place. These cover a variety of themes from improving local greenspace, paths and infrastructure to protecting the environment.

The next stage is to develop comprehensive plans for phased development for each site setting out the details of the development and how each of the relevant planning conditions will be fulfilled.

Phasing

Detailed planning permission proposals will be delivered in a phased manner over the next few years. Each time a phase of work is brought forward, a detailed planning application submission to Aberdeen City Council will be required.

The first phase of activity to be brought forward as a detailed planning permission proposal are St Fittick’s Park Environmental and Community Enhancements as shown in the plan.

This includes the realignment of East Tullos Burn and restoration of the associated wetland. It also includes a range of early recreational amenities and access improvements that will be delivered ahead of any occupier-led development.

The plans have been informed through engagement with local community through the Greenspace Use Survey and events.
